Appeal GMC Decision on BA082401 (RPIP-38) and reject Eigenlayer integration bounty

This vote, the first in a pair of connected votes, is to determine whether or not to reject the funding of BA082401 outright. BA082401 allocates $10,000 USD from the GMC for a bounty to research and report on a possible Eigenlayer integration for Rocket Pool nodes, and allocates an additional $50,000 USD towards its development, pending review of the research. ## Rationale Funding an integration with Eigenlayer has the potential to attract many node operators, but also the potential to create additional risks to rETH holders.
