pDAO Signaling Governance

## Summary Adopt RocketDash as the official platform for off-chain pDAO signaling votes, establish transparent vote administration, and create an on-chain emergency process for changing signaling platforms. --- ## Rationale RPIP-4 established Snapshot as the platform for Rocket Pool governance signaling votes. Increasing costs have made Snapshot no longer cost effective, while RocketDash provides a community-developed alternative. Existing governance documents identify Snapshot directly rather than defining a replaceable signaling platform. This creates a continuity problem if Snapshot, RocketDash, or another future platform becomes unavailable or is no longer trusted. RPIP-84 establishes a platform-independent framework by defining a Recognized Signaling Platform for pDAO votes that are not conducted on-chain.
