We had a process error where the RPIP was not Final; there was a Draft version merged and a pull request for a Review version that was intended to become Final, but didn't finish getting there.
We [polled the community](https://dao.rocketpool.net/t/minor-issue-in-current-vote-rpip-26/2039?u=valdorff) to check if there was overwhelming support for using the vote despite the error, and there definitely was not.
As a result we are redoing the vote, now with a properly finalized RPIP.

- Eliminate the retrospective award cap.
- Award cycle updated from quarterly to monthly.
- Establish a part-time GMC Administrator position.
