This vote specifies how settings will be modified in response to Atlas and the upcoming withdrawals fork.
The settings will be changed to:
- allow pent up demand to build up in the deposit pool, in expectation of large supply
- keep maximum (APR) drag in mind
- allow easier motion of ETH from the rETH contract to the deposit pool
- doesn't impact burning much, as that is often bot-driven
- allows supply side to be paired more rapidly to minimize unproductive protocol ETH
This will be done by:
- changing how much ETH sits on the rETH contract before overflowing into the deposit pool from 10% of rETH TVL to 1%
- changing the deposit pool size from 5k to 18k
- this size increase seems large; please see the model's from [knoshua](https://dao.rocketpool.net/t/proposed-protocol-settings-for-atlas-release/1367/11?u=valdorff) and [Valdorff](https://dao.rocketpool.net/t/proposed-protocol-settings-for-atlas-release/1367/12?u=valdorff) for why this is seen as a conservative increase
