Max Effective Stake for LEB8s (RPIP-8)

This vote is to specify the max effective stake for LEB8s. As with the rest of RP - the DAO may vote for further changes in the future as it sees fit. This vote uses _approval voting_. This means you can vote for one or more options, with each selection getting your full voting power.
